EU AI Regulation and the On-Chain Migration: Compliance Costs, Blob Demand, and the $4.2 Billion Blind Spot

Second, the agent-wallet migration index: if domicile-shifting wallets exceed 3,000 by June, the EU has outsourced frontier supervision to the free market. Third, governance quorums: if human-oversight votes in AI DAOs produce turnout around four percent, the mandate has failed before the first audit. Follow the TVL, not the tweets. The contracts will enforce the outcome regulators intended โ€” or the one they failed to model. The ledger does not negotiate. It only settles.
